Bergulirnya Liga 2 2021/2022 Dengan Keikutsertaan Klub-Klub Yang Masih Memiliki Tunggakan Gaji

Jakarta, 26 September 2021 – Dengan kembali bergulirnya kompetisi Liga 2021/2021, APPI menyatakan bahwa sampai dengan diterbitkannya siaran pers ini, APPI belum menerima laporan pelunasan oleh Klub-klub yang berpartisipasi dalam Kompetisi Liga 2 2021/2022 yang masih menunggak pembayaran gaji kepada para anggota kami, selain Klub PSPS Riau. 

Adapun komunikasi yang terjalin dengan pihak federasi (PSSI) pada tanggal 23 dan 24 September 2021, yakni mengenai pelunasan untuk para pesepakbola dari Klub kalteng Putra (Nomor Putusan 003/NDRC/III/2020 s/d 028/NDRC/VI/2020 terhadap 26 pesepakbola) dikarenakan Klub tersebut menjadi salah satu tuan rumah dari penyelenggaraan Kompetisi Liga 2 2021/2022. Dimana pelunasan tersebut rencananya akan dilakukan melalui APPI pada hari Senin, 27 September 2021.

APPI sebagai satu-satunya perwakilan pesepakbola profesional di Indonesia, menyampaikan kekecewaan yang sangat mendalam terhadap Penyelenggara Liga 2 yang tetap meloloskan tim-tim yang telah dijatuhi sanksi  larangan pendaftaran pemain untuk 3 periode pendaftaran dan belum menjalankan putusan NDRC Indonesia tersebut. Berikut kembali kami umumkan daftar tunggakan (selain Klub Kalteng Putra) yang belum dibayarkan secara Lunas oleh Klub kepada para pesepakbola, sesuai dengan putusan NDRC Indonesia:

  1. Klub: PSKC Cimahi. Nomor Putusan 056/NDRC/VII/2020 s/d 061/NDRC/XI/2020 dan 001/NDRC/I/2021 s/d 002/NDRC/I/2021 terhadap 6 pesepakbola.  Status: Belum Dibayarkan;
  2. Klub: Persijap Jepara. Nomor Putusan ​​003/NDRC/I/2021 s/d 011/NDRC/I/2021 terhadap 9 pesepakbola. Status: Belum Dibayarkan;
  3. Klub: Persekat Kab Tegal. Nomor Putusan 033/NDRC/VII/2021 s/d 039/NDRC/VII/2021.

Putusan-putusan NDRC di atas sifatnya adalah berkekuatan hukum tetap dan seharusnya merupakan salah satu syarat utama dalam verifikasi keikutsertaan klub-klub dalam penyelenggaraan Liga 2, seperti halnya yang telah dilakukan pada penyelenggaraaan Liga 1 sebelumnya.

Melalui siaran pers ini APPI juga kembali mengingatkan bahwa klub Persis Solo, yang akan membuka kompetisi Liga 2 pada hari ini, masih juga belum menyelesaikan tunggakan gaji pemain nya. Ke-18 pesepakbola yang masih ditunggak oleh Klub Persis Solo tersebut, masih terkatung-katung nasibnya dikarenakan tidak memiliki salinan kontrak sehingga gugatan mereka terhadap Klub Persis Solo di NDRC Indonesia, masih belum dapat diterima.

APPI mewakili seluruh pesepakbola profesional di Indonesia berharap akan ada penyelesaian segera atas tunggakan-tunggakan tersebut di atas agar musim kompetisi 2021/2022 untuk Liga 2 dapat berjalan dengan baik tanpa adanya sisa tunggakan yang belum terselesaikan.

Jakarta,  26 September 2021 — With the start of the 2021/2021 Liga 2 competition, APPI states that until the publication of this press release, besides PSPS Riau Club,  APPI has not received any reports of settlement from the Clubs participating in the 2021/2022 Liga 2 Competition who still have salary arrears to our members.

The communication that was established with the federation (PSSI) on 23 and 24 September 2021, was regarding the settlement for footballers from the Kalteng Putra Club (Decision Number 003/NDRC/III/2020 to 028/NDRC/VI/2020 for 26 footballers) due to the fact that Kalteng Putra Club is one of the hosts of the 2021/2022 League 2 Competition. The payment is planned to be made through APPI on Monday, September 27, 2021.

APPI as the only representative of professional footballers in Indonesia expresses its deep disappointment with the Liga 2 organizers who continue to approved the teams that have been sanctioned with a ban on player registration for 3 registration periods and have not implemented the Indonesian NDRC decision. Again, we announce the list of arrears (other than the Kalteng Putra Club) which have not been paid in full by the Club to footballers, in accordance with the decision of the NDRC Indonesia:

  1. Club: PSKC Cimahi. Decision No: 056/NDRC/VII/2020 to 061/NDRC/XI/2020 and 001/NDRC/I/2021 to 002/NDRC/I/2021 for 6 Professional Footballers.  Status: Unpaid.

  2. Club: Persijap Jepara. Decision No: ​​003/NDRC/I/2021 to 011/NDRC/I/2021 for 9 pesepakbola. Status: Unpaid.

  3. Club: Persekat Kab Tegal. Decision No: 033/NDRC/VII/2021 to 039/NDRC/VII/2021. Status: Unpaid.

The NDRC decisions above are legally binding and should be included in one of the main requirements in verifying the participation of clubs in the organization of Liga 2, as has been implemented in the previous Liga 1.

Through this press release, APPI would also make another reminder for Persis Solo club, which will open the Liga 2 competition today, that the club still has not yet settled the arrears of its player salaries. The 18 footballers who are still in arrears by the Persis Solo Club are still in limbo because they do not have a copy of the contract so that their lawsuit against the Persis Solo Club in NDRC Indonesia, is still not accepted.

APPI representing all professional footballers in Indonesia hopes that there will be an immediate settlement of the arrears mentioned above so that the 2021/2022 competition season for Liga 2 can run well without any remaining unresolved arrears.
